CASPER, Wyo. Cool weather didn't keep trick or treaters away from their free candy fill.
Many stopped at the houses along Wolcott street.
Residents nicknamed the area between 10th and 12th streets "Halloween Central."
David Laplante has lived in the area for 25 years and says thousands of people visiting on Halloween night is normal for them.
"And as you can see by everyone around us, it's everyone's event here tonight. This two block area truly turns into Halloweenville in Casper, Wyoming." Said Laplante.
Not all of the treats came from houses, however.
Some trick or treaters got in on the action early over at city hall.
City employees and Casper police officers were among those handing out candy.
The city manager says events like this help them get to know the community outside of work.
"It's really good for us to have that opportunity and interact with the community in a way that we don't always get the chance to do. So it's good for us and hopefully the community enjoys it as well." Explained Carter Napier.
Both employees and residents say the effort put on today is something they look forward to, no matter the holiday.
