Casper, WY -- The man accused of hitting and killing bicyclist Matthew Harker with his SUV more than a month ago is finally identified, and he will be charged with aggravated vehicular homicide and aggravated assault.
Casper Police Chief Jim Wetzel tells News 13 Lamont Allen Arthur's blood alcohol content is a contributing factor to the charges. Police do not have him in custody as of Wednesday night, Chief Wetzel says they are actively trying to find him. He adds Arthur has a residence in Casper, but they don't know if he actually lives at that address. And we asked for some clarifiction on a rumor that's been circulating: Chief Wetzel said the suspect is not a minor.
